It is possible to put the pink ares up te public
auction, but, under the special circumstances of the case,
it may
be considered expedient te grant it as an extension of H.H.M.L.3,
subject to the condition that it is to be utilized for shipbuild-
ing purposes.

The lease of H.H.M.L.3 has not been issued as the
area has not hitherto been properly reclaimed and pretected from
the sea. The blue and pink areas can therefore be included in
the lease of H‚H.M.L.3, with which they will be combined under
the proposals now submitted by the Deck Co.
7.
I submit the following terms:-
(a) Both areas to be granted as extensions of H.H.M.L.3
and to be subject to the stipulations centained in
the Conditions of Sale for that lot, except as
regards the Building Cevenant, which has been waived.
(b) Except with the consent of the Governor-in-Council,
previously obtained, the said areas te be devoted
exclusively to shipbuilding purposes, for which
purposes they shall be reclaimed from the sea or
levelled off, as the case may be, and properly
protected in ■uok manner as the Director of Public
Works may approve.
(c) Premium, 15 g per aquare feet for the blue area and
10 per square feet for the pink area, to be paid
into the Treasury within 7 days of the date of a
letter notifying that the said areas are at the
disposal of the Company.
(d) Crown rent for beth areas $350 per acre, commencing
from the date mentioned in (o)
(*) No building devenant.
(f) One lease, commencing from the 24th. "ecember, 1906,
to be issued for H.E.M.L.3 and the said areas
combined.
